Description
 Primary Objective of Position
Manage planning studies and complex land use and zoning application reviews, facilitate and coordinate planning and zoning community outreach and perform advanced level professional planning work involving both current and long-range planning. Provide sound planning advice to other staff, residents, applicants, planning commission and city council.
 
Essential Duties and Responsibilities
1.    Lead a variety of complex planning projects, zoning initiatives and development applications.
  • Coordinate with city staff to evaluate plans, policies, ordinances and development projects.
  • Prepare staff reports and present to planning commission and city council.
  • Ensure project compliance with applicable regulations.
  • Work with developers and negotiate site and development items.
  • Work with applicants to meet requirements for subdivisions, conditional use permits, variances, planned unit developments, etc.
  • Coordinate development review with other departments and agencies as needed.
  • Analyze code requirements and make recommendations.
  • Prepare staff reports and present findings to the planning commission and city council, including background analysis and recommended actions.
  • Conduct research and analysis relative to current development proposals, and other assigned projects based upon appropriate plans, policies and ordinances.
  • Track planning and zoning applications in accordance with the organization’s requirements and law.
2.     Coordinate and administer the comprehensive plan and other policy documents, zoning and subdivision codes and other requirements to ensure timely implementation.
  • Coordinate communication and collaborate with others.
  • Monitor status of developer compliance with directives, contracts and regulations, including reviewing approved documents and inspecting sites.
  • Advise as to status of required improvements and conditions and make recommendations for effective enforcement of agreements.
3.     Conduct and manage a variety of planning, land use and zoning applications, projects and studies.
  • Design, lead and coordinate inclusive public outreach and participation processes.
  • Research, analyze, propose and prepare changes to the city’s comprehensive plan, zoning code, subdivision code and other ordinances as assigned.
  • Plan and facilitate meetings with community members, task forces, committees, commissions, city council, staff and others as needed.
  • Manage projects, implement recommendations and document outcomes and lessons learned from the policy, study, project, program or initiative.
  • Manage contracts and consultants. Work with consultants on planning studies, draft requests for proposals, coordinate work plans and products, and provide information.
4. Perform other duties as assigned.
  • Attend evening meetings.
  • Meet with the public and applicants on inquiries concerning planning and zoning issues including regulations, land use plans, policies and development review procedures.
  • Assist with zoning code administration and enforcement activities.
  • Create and maintain maps (GIS; ArcMap, ArcUrban) for a variety of purposes.
  • Keep informed of current planning and development best practices, trends and innovations.
  • Perform other duties and responsibilities as apparent or assigned.
 
 
 
Requirements
Bachelor’s degree from an accredited college or university with major course work in urban planning, architecture, landscape architecture or closely related field.
Four (4) years of responsible professional urban planning and zoning experience related activities.
Ability to develop and maintain positive and effective working relationships with councils, commissions, staff, business organizations, and the general public.
Ability to handle situations requiring diplomacy, fairness, firmness and sound judgment.
Excellent and responsive customer service skills.
Ability to communicate effectively with people from all cultures and backgrounds.
Demonstrated cultural competence and comfort with supporting the city’s strategic objectives for advancing racial equity.
Excellent computer skills including word processing, spreadsheets, GIS, etc.
Ability to analyze site design, terrain constraints, circulation, land use compatibility, utilities and other urban services.
Ability to analyze and develop policies related to land use and community development.
Ability to prepare and analyze technical and administrative reports, statements and correspondence.
