Description
Primary Objective of Position:
Oversee operations and supervise staff in the police department’s communications center. Participate in short- and long-range planning activities, budgeting and adherence to regulations regarding public safety communications. Responsible for maintenance and upgrades of communication equipment. Work cooperatively with other agencies and departments. 
 
Essential Duties and Responsibilities:
1. Supervise operations and staff in the dispatch division of the police department
  • Ensure that all calls for police, fire, EMS or public works service are handled in a professional and courteous manner and that appropriate personnel and equipment are promptly dispatched to emergency situations.
  • Schedule personnel to ensure adequate coverage.
  • Participate/lead in hiring process and monitor and respond to training needs of staff.
  • Manage staff performance including but not limited to: performance evaluations, citizen complaints, recognition for performance excellence, and corrective measures for unsatisfactory performance.
  • Respond to operational calls which may require 24-hour availability for emergency dispatcher and equipment needs. May be required to perform regular dispatch duties depending upon unusual or emergency conditions.
2. Oversee all division equipment and records.
  • Function as Terminal Agency Coordinator for the BCA. Responsible for accuracy of all records, manuals, required training standards and biennial BCA audit.
  • Ensure maintenance and coordination of equipment and data, including but not limited to: voice logging system, building security system, jail surveillance system, jail phone system, CAD, radio systems, updating and maintaining reference data such as telephone lists, street codes, and city maps.
  • Maintain general working knowledge of all equipment; analyze equipment failure, oversee calls for service, including routine cleaning and maintenance. Coordinate the use, maintenance, and training related to the communications vehicle and equipment.
  • Participate in the integration, purchase, maintenance and replacement of all city communication equipment.
  • Ensure that data and storage media from the 911, voice logging, building security, jail surveillance, and jail phone systems are properly archived, maintained, released, and destroyed in accordance with department policy and applicable laws.
  • Prepare and maintain contracts, inventory and service records of all equipment including portables, mobiles, etc.
  • Provide access to 911 audio or booking area video tapes in accordance with data privacy laws or court orders.
3. General/Administration
  • Work with various groups such as Metropolitan Emergency Services Board, MN Emergency Communications Network, LOGIS and other city staff.
  • Prepare budget recommendations and manage division budget.
  • Ensure compliance with various state and federal reporting guidelines. Monitor communications as much as possible to ensure rule/guideline compliance.
  • Maintain and update all written materials and manuals.
  • Perform other job-related duties as apparent or assigned
 
 
Requirements
Five years related dispatching experience or related public safety experience
Knowledge of State and Federal laws, regulations, codes and ordinances relating to dispatch and public safety matters
Ability to manage resources effectively and within budget constraints
Ability to effectively communicate with people from all cultures and backgrounds
Demonstrated cultural competence and comfort with supporting the city’s strategic objectives for advancing racial equity.
Ability to use computers, software and equipment in overall operation
Experience working with the public and resolving complex complaints
Ability to physically handle the essential duties and responsibilities of position in working with high stress/emergency situations
