Description

St. Louis Park, MN (population 48,662), A thriving and vibrant first tier community located immediately west of and five miles from downtown Minneapolis, seeks progressive, innovative, and highly collaborative candidates for its next city manager. St. Louis Park is a city of choice offering a range of housing, retail, restaurants, and businesses. The city has numerous parks and trails throughout its borders as well as connections to regional trails and amenities, providing recreation for all ages and seasons, including through the St. Louis Park Rec Center. St. Louis Park benefits from an award-winning public-school district as well as being served by private and parochial schools.

Over the past decade, the city has experienced over a billion dollars of private sector investment and the trend is expected to continue. St. Louis Park is home to Excelsior & Grand, a national award-winning mixed-use project, in addition to the new Shops at West End, a commercial office and residential redevelopment project. The Southwest Light Rail Transit Line will also spark significant new opportunities for growth and development.

The City of St. Louis Park has adopted strategic priorities in five areas and relies on the city manager to lead and champion progress toward each. The five strategic areas are: leadership in racial equity and inclusion, environmental stewardship, provision of a broad range of housing and neighborhood-oriented development, safe and reliable transportation options, and building social capital through community engagement.

The city manager directs and manages all city operations, including the oversight of eight city departments, a general fund budget of $42M and AAA bond rating with 287 FTEs. The city also employs a 3% lodging tax that funds the community’s destination marketing association. The city manager reports to the mayor and city council. The mayor is elected at large, and the six-member city council has four members elected by ward and two members elected at large. The city is a high performing organization with a culture of collaboration and innovation.

 

COMPENSATION AND BENEFITS

The starting salary range for the city manager is $176,000 - $186,720 DOQ. The City of St. Louis Park has a waiver from the State of Minnesota salary cap requirements for this position and the full compensation range extends to $233,000. Compensation above the 2021 salary cap of $186,720 may be provided as paid time off (PTO).

Candidate Requirements
• Bachelor’s Degree in Public Administration or closely related field. Ideally, candidates will have a master’s degree in public administration.
• Five years of progressive leadership experience in high level management positions in a governmental or similar organization. Ideally candidates will have seven to ten years of experience.
• Strong finance and budgeting skills in a public or non-profit setting.
• Excellent written and verbal communication skills.
• Demonstrated experience and enthusiasm for community partnerships and community engagement.
• Demonstrated cultural competence and experience with supporting and advancing racial equity and inclusion.
• A highly collaborative leader with a communicative, team-oriented, and approachable management style.
